The dragon is threatening but don’t be coward and attack EVERY TIME you see him! At the beginning you will feel like you suffer a lot of losses, but it’s worth!! Attacking the dragon will give you dragon scales and you will need a lot of those scales to train Dragon units, which are the most powerful units in the game, and the only units able to attack Dragon Cemeteries. No matter in what city your troops are when attacking the ally, they’ll rally during the attack, no need to dispatch them. Try to fulfill every slot at every attack to get the 20% PA Bonus. When the dragon is not showing, you can attack dragon altars to drop Elf wood and donate it to the Battleship to get a Bonus to your PA for the next Dragon battle.
